What nearshoring means, and why Azerbaijan
With nearshoring, you hand software development to a team in a nearby country, close enough that working hours largely overlap and day-to-day questions get answered the same day. With classic offshoring, the team often sits in a distant time zone, for example in Asia. Costs there may be low, but every follow-up question costs a day.
Azerbaijan lies on the Caspian Sea in the South Caucasus, where Europe and Asia meet. As a nearshoring location it is still little known among European companies. We think it deserves better. Baku is only a few hours ahead of Central European time, the cost level is lower than in Western Europe, and our team works with the same technologies and tools as teams in Germany.
We are not an agency that passes work on to others, but a studio that builds software itself. Our own products, such as an ERP system for corrugated board plants, show that. If you are looking at IT outsourcing to Baku, you get to know the people who will actually write your code.
Time difference: two to three hours, depending on the season
Baku is on UTC+4 all year round; Azerbaijan does not switch to summer time. Germany switches between CET (UTC+1) in winter and CEST (UTC+2) in summer. As a result, Baku is three hours ahead of Germany in winter and two hours ahead in summer.
In practice this means: when you start your working day, our team is already at work. Questions you ask in the morning are answered the same day, and coordination meetings, sprint demos and code reviews fit comfortably into the German morning or early afternoon. A normal German working day overlaps to a large extent with working hours in Baku.
| Time in Germany | Baku in winter (CET +3 h) | Baku in summer (CEST +2 h) |
|---|---|---|
| 09:00 | 12:00 | 11:00 |
| 12:00 | 15:00 | 14:00 |
| 15:00 | 18:00 | 17:00 |
| 17:00 | 20:00 | 19:00 |
Cost level: economical without cutting corners on quality
The cost level in Azerbaijan is lower than in Western Europe, and that difference benefits your budget. You get experienced engineering on terms that are hard to match with your own team in Germany or with a local agency.
We deliberately quote concrete figures only once we understand your project. A serious price depends on scope, complexity and the engagement model, not on a flat rate on a website. After the initial consultation you receive a written offer in euro.
Just as important to us: lower costs must not turn into hidden follow-up costs. Messy code, missing tests or an application that only its author understands become expensive later. That is why code reviews, automated tests and documentation are standard for us, not extras.
Quality and the full lifecycle in one team
Many outsourcing projects fail not because of technology but because of hand-overs: one provider writes the concept, a second one codes, a third one runs the servers. With us, the whole lifecycle stays in one team, from requirements analysis and architecture to development, operation and further work.
- Requirements analysis
- We clarify goals, business processes, technical constraints and success criteria. The result is a requirements document, a technical assessment, a roadmap and a risk analysis.
- Design & architecture
- System architecture, database schema, API contract and UI prototypes, before the first line of production code.
- Development in 2-week sprints
- At the end of every sprint we show you working software in a demo, not just slides. Code reviews and tests are a fixed part of every sprint.
- Go-live & support
- Go-live, training for your team, three months of free technical support and, if you wish, an SLA agreement for ongoing operation.
Services and technologies
In a nearshoring engagement you can use everything we do, for a single project or as a long-term partner:
- Custom software with C#/.NET, PostgreSQL, Redis and Kafka
- Web and mobile applications with React, Next.js, Flutter and TypeScript
- AI and data: LLM integration, data pipelines and ML deployment with Python, LangChain, OpenAI and Spark
- Cloud & DevOps with AWS, Azure, Kubernetes, Terraform and GitHub CI
- Team extension: senior developers, tech leads or whole teams
Communication: in German or English, with the same tools as your team
You have a German-speaking contact. Project communication runs in German or English, whichever your company uses. Business discussions and sprint demos take place on video calls; in between we work in shared tools, so you can check the current state yourself at any time.
- Video calls for coordination, sprint demos and workshops
- Shared tickets, repository and chat. On request, the tools your team already uses
- A reply within 24 hours on working days
- Transparent progress: sprint reports, a demo after every sprint, access to the repository and tickets
- Written documentation of decisions, architecture and operation
Legal framework and data protection
Your contract partner is DCL Labs MMC, based in Baku. We put scope, engagement model and schedule in writing before work begins.
For running your applications we use a data centre in Frankfurt am Main. Your data stays in Germany, even though the development team is in Baku.
If we process personal data on your behalf, we sign a data processing agreement (DPA) under Art. 28 GDPR with you. Because our team works outside the EU, we agree with you in that agreement who may access which data and for what purpose.
On request we agree confidentiality before the first in-depth conversation: we sign a non-disclosure agreement (NDA) before you show us documents, source code or business details.

Engagement models: fixed price, time & material or dedicated team
Which model fits depends on how clear your requirements already are and how closely you want to work with us. We discuss this openly in the initial consultation, even if the answer is that a smaller package is enough.
- Project at a fixed price
- After a requirements analysis you receive a fixed price for a clearly described scope. Suitable when goal and scope are settled, e.g. for a new system or a clearly defined extension.
- Time & material
- You pay for the actual effort. Suitable when requirements are still evolving during the project or when you want to set priorities flexibly. After every sprint you see what the time was spent on.
- Dedicated team
- Developers, tech leads or a whole team work on a monthly basis solely on your product and fit into your processes. Suitable for long-term product development or to strengthen your own team.
In-house, offshoring or nearshoring compared
The question of nearshoring vs. offshoring usually comes with a third one: do we need an external partner at all, or should we build our own team? Each model has its place. The overview below is deliberately qualitative and shows typical tendencies.
| Criterion | Own team (in-house) | Offshoring (e.g. Asia) | Nearshoring Azerbaijan |
|---|---|---|---|
| Overlap of working hours | Complete | Often small; coordination is time-shifted | Most of the working day; 2–3 h time difference |
| Communication | Direct, in German | Mostly English, often written and delayed | German or English, video calls during working hours |
| Cost level | High (Western European salaries) plus recruiting and fixed costs | Low | Lower than in Western Europe |
| Travel for meetings | Not needed | Long journey, great distance | Shorter distance than to Asia |
| Building and scaling | Slow, depends on the labour market | Fast, but high management effort | Can grow as needed, from one developer to a whole team |
| Where data is kept | In your infrastructure | Depends on the provider | Hosting in Frankfurt am Main, DPA under Art. 28 GDPR |
When nearshoring to Baku makes sense
Nearshoring is not a cure-all. If your project needs constant presence on site, for example work directly on machines or in your own data centre, a local partner is usually the better choice. We will tell you that openly in the initial consultation.
Nearshoring from Azerbaijan is a good fit when:
- You have a clearly defined software project but no free capacity in your own team.
- You need developers with experience in .NET, React, Flutter, Python or cloud infrastructure and cannot find them quickly enough locally.
- You want to modernise an existing application, move it to the cloud or extend it with AI features.
- You need a team that maintains and develops a product over the long term.
How we get started
- 1. Initial consultation
- A free 30-minute video call: you describe your project, we ask questions and outline possible approaches.
- 2. Confidentiality
- On request we sign an NDA before you share details.
- 3. Offer
- You receive a written offer in euro with engagement model, scope and schedule.
- 4. Requirements analysis and start
- Fixed-price projects begin with the requirements analysis; with time & material or a dedicated team, the first sprint starts.
Frequently asked questions about nearshoring to Azerbaijan
What is the time difference between Germany and Baku?
Three hours in winter, two hours in summer. Baku is on UTC+4 all year without summer time, while Germany switches between CET (UTC+1) and CEST (UTC+2). 9:00 in Germany is therefore 12:00 (winter) or 11:00 (summer) in Baku.
Which language do we work in?
German or English. You have a German-speaking contact, and we write technical documentation in the project language we agree on.
Where is our data stored?
Our servers are in a data centre in Frankfurt am Main, Germany. If we process personal data on your behalf, we sign a data processing agreement under Art. 28 GDPR.
Who is our contract partner?
DCL Labs MMC, based in Baku, Azerbaijan. You receive offers in writing and in euro.
How much does software development in Azerbaijan cost?
The cost level is lower than in Western Europe. We give a concrete price once we know the scope and the engagement model. After the initial consultation you receive an offer in euro.
Nearshoring vs. offshoring: what is the difference?
With offshoring, the team often works in a distant time zone, for example in Asia, so coordination is time-shifted. With nearshoring, working hours are close together. With Baku the difference is two to three hours, so questions get settled the same day.
Can we meet the team in person?
Yes. Most coordination happens on video calls; in-person meetings, for example at the start of a project, can be planned together.
What happens after go-live?
After go-live we train your team and provide three months of free technical support. For ongoing operation we can agree an SLA. We hand over source code and documentation so that your team or another provider can continue the work.
